what government office can i call to report a motel manager being disrespectful 2 guests and invading their privacy?

Have you tried contacting upper management at the motel where you had poor service? You may want to start there, and if that's not successful, you can contact the Better Business Bureau at 703.276.0100 to voice your complaint.
