I would like to know of a nice scenic place in Downtown to propose to my girlfriend. Is there an observatory in the bellsouth tower? or any other suggestions?

Yes, there is an observatory in the BELLSOUTH Tower (also known at The Batman Building), unfortunately, it's only open to BELLSOUTH employees.
